Fulfillment Split Analyzer

Use this skill to compare how a fixed inventory snapshot behaves under a declared routing policy. It is an analysis, not a fulfillment engine.

Inputs

• - Canonical orders, locations, and rules data from the normalizer.
• Optional scenario label for comparing policy variants.

Outputs

• - fulfillment_scenario_report.json with assignments, split lines, shortages, oversell flags, and review reasons.

Rules

• - Prefer a single location when the rule says so; otherwise use ascending priority.
• Never allocate more inventory than the snapshot unless allow_oversell is explicitly true, and always flag that result.
• If no rule explains a choice, report ROUTING_RULE_GAP.
• Do not reserve inventory, send orders, change locations, or promise delivery time.

Acceptance

The sample must show one single-location assignment and one split/shortage condition. Results must be reproducible from the supplied snapshot and rules.
