Input is three JSON reports: normalized failure, cause classification, and retry plan. Output includes an incident hash, timeline fields, action, evidence, and READY_FOR_HUMAN_REVIEW.
Run python scripts/build_packet.py --failure failure.json --cause cause.json --plan plan.json --output packet.json. Fix malformed reports or redact data and rerun. This tool does not write to a queue, database, ticket system, or workflow platform.
The included sample produces a stable incident hash, preserves the retry action and includes a human review queue.
