Create a bounded retry, hold, or dead-letter plan from failure class and idempotency evidence.
Make retry safety explicit before a workflow is replayed.
Input needs classification, retry_count, idempotency_key_present, and a list of side_effects. Output is RETRY_WITH_BACKOFF, HOLD_FOR_HUMAN_REVIEW, or DEAD_LETTER, with checks and reasons.
Run python scripts/plan_retry.py --input examples/input.json --output examples/output.json. The default retry ceiling is three attempts; change it explicitly in the input. The planner never calls an execution API, sleeps, or sends notifications.
The transient sample with an idempotency key gets a bounded retry plan; the missing-key sample is held or dead-lettered.
