Rules and boundaries

An item is READY_FOR_MANUAL_REVIEW only when a finding exists, an owner and reference are present, and a human approved the review. Clear profiles are retained as NO_REVIEW_SIGNAL; missing routing data blocks the packet.

The script never edits Shopify, writes tax settings, creates draft orders, contacts a carrier, or submits a customs document. Tax and customs decisions stay with the merchant and qualified professionals.
