Use this skill after an authorized WAN 3.0 document-to-video run. It compares a redacted source-fact ledger with operator observations about numbers, labels, charts, and narration, and forces human review before release. It does not parse a document, decode a video, browse a page, or make a model call.

The receipt should include the source fingerprint, expected facts, observations, and manual checks: video_watched, numbers_checked, labels_checked, narration_checked, rights_confirmed, and policy_checked. Each observation links to a fact id and records the observed value plus exact_match.

Gates

• - Missing fact links, changed numbers, changed labels, unsupported claims, or missing observations become findings.
• All manual checks must be true before the report can be PASS_FOR_HUMAN_RELEASE_REVIEW.
• INLINECODE10 always stays false. The final release decision belongs to an authorized human.

Failure boundary

This is an evidence auditor, not OCR, speech recognition, fact checking, or legal review. A pass means only that the supplied receipt is internally complete. Inspect the actual frames, charts, text, audio, rights, privacy and policy before delivery.
