Turn three offline reports into a traceable review packet without approving, importing, or publishing a workflow.
Input is three JSON report paths: structure, node risk, and privacy. Output includes a packet hash, upstream statuses, findings, review queue, and READY_FOR_HUMAN_REVIEW or BLOCKED.
Run python scripts/build_review_packet.py --structure structure.json --risks node_risks.json --privacy privacy.json --output packet.json. Fix malformed upstream reports or review blocking reasons and rerun. The packet records evidence; it does not remediate findings.
The sample produces a stable packet hash, preserves all upstream findings, and routes any BLOCKED or REVIEW result to a human queue.
