Build a redacted evidence packet from the first skill\'s output and a buyer-supplied evidence index.

Input

Pass the audit JSON followed by an evidence index JSON keyed by order_id. A route can include owner, case_ref, reason, evidence_refs, approved, and notes.

Rules and boundaries

• - Only SELLER_FAULT_CANCELLATION and REVIEW_REQUIRED records need a packet.
• A packet is ready only when an owner, case reference, reason, at least one evidence reference and explicit human approval are present.
• FBT, Creator sample, customer-or-other and not-cancelled records are preserved without creating an appeal route.
• The script never opens evidence files, logs into TikTok, cancels orders, refunds buyers, changes inventory or submits an appeal.

Output

The result contains packet state, order-level evidence gaps, recommended human next steps and appeal_submitted: false.
